You CANNOT create anything from it for Profit - Also you cannot

You can create Tags/Web sets/Stationary from the Tutorial, as long
as you keep things FREE.
There
are many ways to do and use Blinkies, here is my way
This tutorial is my version
Open PSP , and create your Blinkie Block first -
I've done mine 10 pixels X 1 pixel X 10 pixels
Now
click on the Magic Wand Tool, and then in the centre of your Blinkie
Shape
Now
flood fill with a colour, now go to SELECTIONS > INVERT
Now
we go to EFFECTS >3D Effects>Drop Shadow - and use the
following settings
Then
Deselect ( CTRL D )
Now
you need to know how many letters your going to use ( i.e. the
letters in your name)
for
me, I will be using 5, so I duplicate my layers, till I have 5
layers, and then I arrange using the MOVER Tool, so they are all in
a long line like so....
Once
happy with them, for example they are in straight line lol
Go
to Layers>Merge>Merge Visible
Add
a New Raster Layer , and click on TEXT
Making
sure you only use your FILL (make Stroke NULL)
and use the colour WHITE
Add
each letter one at a time, to the blinkie square, and also make sure
you DON'T have antialias ticked for this, as it will make a clean
letter!

TIP *
Zoom in so you can see to place the letters in the right place
Add
all the letters of your name - then
Layers>Merge>Merge
Visible
Now
open Animation Shop - and copy and paste
(CTRL
C - CTRL V )
In
Animation Shop you need to duplicate your Blinkie ( EDIT >
Duplicate)
zoom
in alittle, so you can see, and also spread out so you can see both
frames like so
Now
click in frame 1 , and then choose your Flood Fill Tool set as, 0
Tolerance and colour of your choice
and
fill EVERY other letter on FRAME 1 - then click in Frame 2 and Fill
the opposite letters
You may find it easier to ZOOM in so you can see better!
Alter
the Speed, to 15 per frame
Ctrl A and then ALT and ENTER, then place in the #15 and press OK
then
SAVE AS
